NEW DELHI: The Yuva Sangam Phase IV registration portal, under Ek Bharat Shreshtha Bharat (EBSB), has been launched by the Ministry of Education. students, NSS and NYKS volunteers, employed/self-employed persons and other interested candidates between 18-30 years can register through the YUVA SANGAM portal, ebsb.aicte-india.org, till February 4.
The Ek Bharat Shreshtha Bharat was launched on October 31, 2016, to connect people of different regions. The idea was mooted by Prime Minister Narendra Modi during the Rashtriya Ekta Divas held in 2015 to commemorate the birth anniversary of Sardar Vallabhbhai Patel. To take this idea forward, EBSB was launched on 31st October 2016.
Yuva Sangam, launched under EBSB, aligns with key themes in the National Education Policy (NEP) 2020 by focusing on experiential learning and imbibing knowledge of the rich diversity of India on a first-hand basis. The initiative is an ongoing cultural exchange with the celebration of diversity at its core wherein participants gain an immersive experience of diverse facets of life, natural landforms, development landmarks, recent achievements, and youth connect in the host state.

The Executive Committee of the National Assessment and Accreditation Council (NAAC) on Saturday decided to bring in major reforms in its accreditation process. In the first stage, a “binary accreditation system” will be implemented in the next four weeks, which will replace the present system of ranking (C to A++) of higher education institution (HEIs).
According to the NAAC, the new binary accreditation system is in line with the best practices followed globally. The NAAC said in a release that rather than grades, the new system will encourage all the institutions to get “on-boarded” in the accreditation process, thereby creating a quality culture in the higher education system. No new applications will be accepted as per the present methodology after four months. “Institutions that have already applied and are applying in the next four months shall have the option to either go by the present process or by the new methodology of binary accreditation,” the release said.
The current system of ranking is based on the Cumulative Grade Point Average (CGPA) gained by an institution.

The second stage of the reforms is the implementation of “Maturity based Graded Accreditation,” which will be implemented by December 2024. There will be five levels (Level 1 to 5) under this system and accredited institutions can raise their bar from ‘Level 1’ to ‘Level 4’ as Institutions of National Excellence, and then to ‘Level 5’ i.e. Institutions of Global Excellence for Multi-Disciplinary Research and Education. “The levelled accreditation shall enable Indian institutions to significantly improve their quality and position themselves among global top institutions,” the NAAC said.
The NAAC said there will be a special focus on rural and remote location institutions through mentoring and handholding. “One Nation One Data Platform has been proposed as part of the reform to ensure integrity and transparency in handling institutional data. The new platform shall capture superset of data from HEIs for varied purposes (of approval, accreditation, ranking) with an in-built design for collateral cross-checking to check authenticity of data,” the NAAC said.
The reform is based on recommendations of a panel headed by former Chairman of the ISRO K. Radhakrishnan. The panel’s brief was to propose transformative reforms for strengthening assessment and accreditation of the HEIs. The final report of the panel, incorporating feedback received from stakeholders, was presented to Union Minister of Education Dharmendra Pradhan on January 16. “The recommendation also focuses on mentoring and incentivising schemes for raising their participation as well as accreditation levels, towards eminence, significance and global acclaim,” the NAAC said.
“The system shall be based on Trust and Data Driven with minimal visits to an institution for verification; however, carrying heavy penalties on giving wrong submissions. In addition, there will be provision for customized ranking based on stakeholders such as industry, funding agencies, students etc.,” it added. He has been conferred the fourth-highest civilian awards in the Literature and Education category in recognition of his work in promoting education, especially among minorities.

Kazi has been involved in the field of education for the last 40 years, including 13 years as the head of 150-year-old Anjuman-I-Islam, which runs around 97 schools, colleges, hostels, orphanages and other educational organisations across the state, catering to over one lakh students, majority of them Muslims.

AICTE, CGPDTM sign MoU to spread ‘Intellectual Property Literacy’
New Delhi, Jan 18: The All India Council for Technical
Education (AICTE) and Office of Controller General of Patents, Designs
Trade Marks (CGPDTM) Thursday signed a Memorandum of Understanding (MoU)
to systematically promote Intellectual Property Rights awareness in
education institutes across the country.
The signing ceremony was chaired by AICTE Chairman Prof. T.G. Sitharam at the AICTE Headquarters in New Delhi.
The
MoU between the two organisations marks the beginning of a
transformative journey towards a more vibrant and inclusive
entrepreneurial landscape in the country.
AICTE Member Secretary
Prof. Rajive Kumar and Controller General of Patents, Designs &
Trade Marks (CGPDTM) Prof. Unnat P. Pandit exchanged the MoU, with an
objective to create awareness regarding the need of IP filing,
mechanism, and methodology involved in filing IP in India amongst
students and faculty of higher education institutions.
AICTE Chairman
highlighted, “The AICTE’s partnership with Indian Patent office will
catalyse the momentum of patent filings in the academic institutions”.
He further advised to organise various awareness programs and workshops
for youths to aware them with the mechanism of patent filing.
Addressing
the gathering, Prof. Unnat said, “The KAPILA scheme (Kalam Program for
IP Literacy and Awareness) resulted in an exponential growth of patent
filings. The filings increased from 6786 in FY 2018-19 to over 23586 in
FY 2022-23. In last 5 years, over 78 thousand academic patents have been
filed”.
AICTE Vice Chairman and Chief Innovation Officer Dr. Abhay
Jere said, “The collaboration with Indian Patent Office will provide
benefit to students and faculty members of 8000+ AICTE approved
Institutions. Also, AICTE’s Innovation centre can greatly support the IP
literacy in the country”.
The MoU is signed with an objective to
create a conducive environment in education institutes for nurturing
innovative ideas and empowering aspiring entrepreneurs. Through this
MoU, CGPDTM will join hands with AICTE to support the development of IPR
educational material and resources, in framing guidelines or policies
in respect of matters related to IPRs, to build respect for intellectual
property through National Program on IP Awareness Mission (NIPAM) and
to conduct sessions, workshops, and awareness programs on IP.
The Office of Controller General of Patents, Designs
and Trade Marks is a subordinate office of the Department for Promotion
of Industry and Internal Trade, Ministry of Commerce and Industry,
Government of India, and administers the laws related to patents,
designs, trademarks, geographical indications, copyright and
semiconductor integrated circuit layout design in India.

AICTE proposes to lift cap on engineering seats for individual branches
All India Council for Technical Education (AICTE) proposes to remove the restrictions on seats for individual branches from the academic session 2024-25. This move will allow more students to join top engineering colleges.
Currently, a college has a maximum cap of 240 seats per branch. The limit was introduced when a mismatch was witnessed between the demand and supply.
In the draft proposal approval process handbook, AICTE said, “As envisaged in the National Education Policy (NEP) 2020, and the nation’s proactive initiatives towards enhancement of Gross Enrolment Ratio, the council proposes to remove the upper limit on intake allowed for colleges/programmes offered by existing institutions.”
The council stated that occupied faculty positions and the availability of infrastructure were factors in this. Expert committees will conduct examinations prior to authorizing a rise in the number of applicants.
Only if the institution currently offers at least three courses in core branches will an increase in seats be permitted.
Prominent engineering universities embraced the idea. By taking this action, colleges that offer top-notch instruction might be able to grow their student bodies and campuses. Additionally, it will contribute to raising educational standards, according to Abhay Meganathan, vice-chairman of the Rajalakshmi Group of Institutions. He made the observation that, in comparison to India, US colleges typically had between 30,000 and 40,000 students enrolled, a far smaller number.
Though, there is sudden worry among the mid-level colleges as the move would affect the admissions. B Chidambararajan, Director, SRM Valliammai Engineering College said, “We will wait for the final approval process handbook, although there is a likelihood that the proposed move will increase the gap between the top colleges and mid-tier ones. They may not be able to provide quality education if admission dips.”

The All India Council for Technical Education (AICTE) has enlisted the expertise of over 700 faculty members from the Indian Institutes of Technology (IITs) and National Institutes of Technology (NITs) to evaluate the quality of education in its affiliated technical colleges before approving an increase in seats, a report by Hindustan Times said. Last month, AICTE removed the ceiling on increasing intake for well-performing institutions, provided they maintained the highest quality of education.
The move aims to ensure that technical colleges meet specified quality parameters, including sufficient faculty, fully equipped laboratories, and updated infrastructure, HT said. When new or existing institutions apply for an increase in the number of seats, AICTE will send experts to inspect their premises.
The experts, primarily senior faculty members from IITs and NITs, will submit recommendations based on which AICTE will decide whether to allow an increase in seats.
The council has specified some quality parameters for all technical Institutions, including sufficient faculty, fully equipped laboratories and updated infrastructure,” member secretary Rajive Kumar said told HT. “Whenever new or existing institutions apply for an increase in the number of seats, we will send experts to inspect their premises. The experts will submit their recommendations on the basis of which AICTE will decide whether to allow them to increase the seats or not.

Opportunity open for faculty members to enhance their expertise in HPC
The All India Council for Technical Education (AICTE) in collaboration with Centre for Development of Advanced Computing (C-DAC) is inviting online applications from the faculty members of AICTE approved Institutions for the Master Training Program in the field of High-Performance Computing (HPC).
The program is designed under the National Supercomputing Mission (NSM), a visionary initiative by the Government of India aimed at building capacity and capability in the area of HPC. The program will equip the faculty members with advanced knowledge, skills and expertise in HPC, and produce Master trainers who can effectively educate and train other faculties across the country.
Enrolling in the Master Trainer Program offers a range of benefits, including an in depth exploration of HPC, building expertise in conducting large-scale HPC training, and opening up new career opportunities within the training and development sector. The Program content includes topics related to HPC basics, computer architecture, HPC clusters, Linux, shell scripting, etc.
A total of 100 seats are available for the HPC Master Training Program, in which one week of online and two weeks of offline training will be provided to the participants. The last date to register for the program is 20 January, 2024. The online training will begin from 29 January 2024 followed by offline training starting from 5th February 2024 and 12th February 2024 at two different centres of C-DAC in Pune and Bengaluru respectively.

Although in a bid to promote Urdu literature and culture, the Central Government’s National Council for Promotion of Urdu Language (NCPUL)—in collaboration with Anjuman-i-Islam's Dr MIJ Girls’ High School—has organised the 26th National Urdu Book Fair in Mumbai from Jan 6 to 14 at the R2 ground, Bandra-Kurla Complex, the event faces challenges as stall owners grapple with underwhelming response, mainly because of the inconvenient location and no easy access to public transport.
Despite the enthusiastic response from students enjoying the fair, stall owners are worried about the low overall footfall.
Shahzad Alam, a stall owner, believes that the distant and hard-to-find venue is impacting the expected number of visitors.
"It is definitely hard to find this place, and most of the crowd is getting lost on their way, and the response is not what we were expecting. The business is going okay but not great”, Alam said.
"The problem also is that this generation does not like to read books and are always busy on mobile phones and the internet, so that is one of the affecting factors that not much crowd is coming here”, Zoher said.
However, he remains positive about the fair's impact on children, stating, "The business is on the sideline, but I'm just happy that some of them are here and they are buying books because we want the children to read books and develop a love for reading."

In a bid to fuel creativity and innovation among students, the ‘Innovate You Techathon 2024,’ a national-level coding event, will take place in Pune this February. Organised by the Innovation Foundation, accredited by the All-India Council for Technical Education (AICTE), the event will be held at the AISSM’s Institute of Information Technology. The objectives of this competition are to emphasise its role as a platform for students in Maharashtra to showcase their inventive ideas.
The poster was officially revealed by Dr TG Sitaraman, AICTE’s chairman, at their main office in Delhi.
Dr Pradeep Mane, principal of the AISSM’s Institute of Information Technology, encouraged aspiring students to participate in huge numbers.
Students can register online via the www.innovateyou.in website.
The winner of the ‘Techathon 2024’ stands to secure ₹2 lakh cash prize, while the runner-up will earn ₹1 lakh.
“Participants of this hackathon will be tasked to address key societal challenges through technological solutions, spanning agriculture, transportation, environment, education, and healthcare. We appeal to all tech enthusiasts to participate and showcase your skill of innovation,” said Kalpesh Yadav, president of the Innovation Foundation.

e All India Council for Technical Education (AICTE) clarified that Graduate Aptitude Test in Engineering (GATE) is not mandatory for getting an engineering (BE/B Tech) degree.
"AICTE has noted with concern that some reports stating that they have
decided to make GATE as mandatory exit examination. The council hasn't
issued any such notification. This is issued to clarify all
stakeholders," the notice issued on 20 November, 2018 by vice-chairman M
P Poonia of AICTE.
