SHODH CHAKRA: A Gateway to Researchers for Resources
Research is a systematic investigation of a problem or question. The process of research implies various components in accordance with appropriate research methodology based on the type of research problem or question. It is a continuous process to bring societal changes and ease the life of human beings. Research allows researchers to pursue their career in their area of interest. There are 950+ universities in India. Each of these universities are involved in teaching and research in a variety of disciplines. Managing and monitoring research activity is a time-consuming task that requires a lot of effort to aggregate various information at one platform. It is a need of an hour to manage research activity with the use of the latest tools and techniques to complete the research work within the stipulated time.
Shodh-Chakra is an initiative of Information and Library Network (INFLIBNET) Centre under the guidance of University Grants Commission (UGC) to help the academic community during their research life cycle. Shodh-Chakra provides a unique space to the researcher, guide/supervisor and university to manage the research lifecycle of a research scholar. This will work as a digital workspace wherein researchers can collect, store, organize and cite their research work. The Shodh-Chakra would help researchers to create their profile and manage their preferences. The process of using the portal starts with signing an MoU between University and INFLIBNET Centre. The university/institute has to provide valid information of the researcher and supervisor. Further, researcher can login into system and avail the features of Shodh-Chakra. The system will generate login credentials to researchers, supervisors and universities.

UGC Flags 20 Universities as 'Fake', Unauthorised to Grant Degrees, Check Full List
The University Grants Commission (UGC) recently identified and labelled 20 universities throughout India as “fake" and not falling under the provisions of the UGC Act. These institutions have no authority to award degrees to students. The UGC’s action aims to safeguard students from being duped into pursuing degrees from unaccredited or fraudulent schools. Before enrolling, it is crucial that students and their parents confirm the accreditation status of the universities.
In a statement, UGC Secretary Manish Joshi stressed that the UGC has found that a number of educational institutions are giving degrees in contravention of the rules of the UGC Act. “Degrees awarded by such universities shall neither be recognised nor valid for higher education or employment purpose. These universities are not empowered to confer any degree," he added.
There are eight fake universities in Delhi, making it the state with the most fake educational institutions. According to the UGC, the fake universities in Delhi include the All India Institute of Public and Physical Health Sciences, Indian Institute of Science and Engineering, Commercial University Ltd, Daryaganj, United Nations University, Adhyatmik Vishwavidyalaya (Spiritual University), ADR-Centric Juridical University, Viswakarma Open University for Self-Employment, and Vocational University.

Universities may translate study materials of different subjects into Indian languages using artificial intelligence, according to guidelines issued by higher education regulator University Grants Commission (UGC). This is the first time the UGC has come up with guidelines to be followed by higher educational institutions so that they can offer courses in Indian languages, as envisaged under the National Education Policy. “‘ANUVADINI’, the Al-based translation tool for Indian languages, developed by the AICTE (All India Council for Technical Education) may be used for translation. This tool has many advantages, such as translation in the format of the source text file, speech-to-text typing, etc.,” the guidelines say. The guidelines added: “All the editing facilities are also provided in the same tool. The first round of translation may be done through this tool, followed by further manual editing by using the tool.” According to the guidelines, the accuracy level of the tool at present varies from subject to subject and from language to language, which will gradually improve as more people use it for translation and editing. The authorities believe machine translation will significantly speed up the process rather than only human intervention. “In case the original text is translated into word-to-word sequence by the translation tool, then for efficient and meaningful translation, it has to be rephrased partially or completely if required,” the guidelines add. After the AI translation, the text will have to be carefully edited by reading each sentence of both original and translated documents several times to ensure that the proper meaning and context are maintained. The Commission for Scientific and Technical Terminology has developed standard glossaries of various subjects, which may be used for translation, the UGC said. So that students can easily understand, complex technical terms may be given in English in brackets after the Indian language equivalents, according to the guidelines. If the Indian language equivalent is not available, the English word may be transliterated into the target language script. Panchanan Mohanty, professor at the School of Languages and Literature at Nalanda University, said the UGC’s guidelines should be modified to produce quality translations. He expressed doubts about the efficacy of machine translation as he had been involved in such processes.“Every language has lexical and structural ambiguities. Therefore, machine-translated outputs have to be carefully edited and validated by trained professionals,” Mohanty said. Though the guidelines recommendcareful editing of materials after machine translation, there is no mention of engaging persons trained in translation. “Translation is a specialised subject across the world. Any bilingual person cannot be a translator without training. Only those trained in translation theory, practice and assessment should be assigned to edit and validate a machine-translated text,” Mohanty said. According to the guidelines, “translation shall always convey the complete meaning and concept of the original text. It need not necessarily be a word-to-word translation”

Realizing that the HEls need people with skills and expertise acquired in non-academic careers, in teaching and research, the UGC has taken a new initiative of engaging Professor of Practice in HEls. Please find enclosed the guidelines for engaging Professor of Practice in Universities and Colleges.

UGC Letter reg: Guidelines for Pursuing Two Academic Programmes Simultaneously.

As you are aware, UGC on 13th April, 2022 has issued Guidelines for pursuing two academic programmes simultaneously. These guidelines have been framed keeping in view the NEP-2020, to facilitate multiple pathways to learning involving both formal and non-formal education modes. The guidelines are available on the UGC website.
All the Higher Educational Institutions (HEIs) were requested to devise mechanisms through its statutory bodies for allowing students to pursue two academic programmes simultaneously. It is once again requested that in the larger interest of the students, implementation of the said scheme may kindly be ensured and expedited, if not done so far.

UGC to conduct monthly online lecture series on academic best practices
According to UGC, the first lecture in the series is scheduled on April 27, 2022, which will be conducted by Govindan Rangarajan, director, Indian Institute of Science (IISc), Bangalore on ‘Academic Best Practices: Some Case Studies’ at 10:30 am.
University Grants Commission (UGC) is to conduct a year-long online lecture series emphasising the importance of best practices in higher education institutions, it stated in an official notification. The lecture series will start on April 27, 2022.
“Recognising the importance of best practices in higher education and with a view to take such practices to all universities and colleges across the country, the UGC is organising a year-long lecture series with a lecture every month, starting from April, 2022, to be delivered by a head of one of the premier institutions of the country,” said the commission addressing all the vice chancellor and principals of all higher education institutions in the country.

UGC urges HEIs to register in EducationlNdia portal by MoE to showcase Indian institutions to international students

The EducationlNdia portal aims to make all information regarding Indian Higher Education Institutions (HEI) available to the international students.
The University Grant Commission (UGC) and All India Council for Technical Education (AICTE) has urged all Indian Higher Education Institutions (HEI) to register in EducationlNdia portal, an initiative by Ministry of Education to showcase the strengths of Indian institutions to international students. The portal aims to make all information regarding HEIs available to the international students. UGC has asked all lndian HEIs that are admitting or are desirous of admitting international students to update the relevant details on the portal at the earliest.
According to UGC, the first phase of development of the portal is complete, and it is ready to be opened for Indian institutions to update their institutional profile. It will be mandatory for all institutions admitting international students to have All India Survey of Higher Education (AISHE) codc which will be used as login ID on this portal. Registration for students will be optional for browsing through the portal.
“At the time of issuing the offer of admission to any international student, the institution would ask the student to register on the portal, if not already registered, and generate a unique EducationlNdia portal ID (El-lD). A student has to register on the portal only once even if he is applying or has got offers from multiple institutions,” UGC said.
The commission has also conveyed that EducationlNdia portal has created the basic institutional profile for Indian institutions, which takes admission of international students, by importing data from the AISHE portal.
“In the first phase, registration is open for institutions which have admitted international students as per the latest AISHE data. Login id will be the ATSHE code and password will be shared by the EducationlNdia team at the email id of the HEI registered with AISHE. ln the second phase, registration will be opened for other institutions who desire to register and are otherwise eligible to admit foreign students,” reads the official letter of UGC and AICTE.
According to the commission, registration of the institutions will be confirmed after a verification process. “After updating of data by the HEls the portal will be opened for international students to search the institutions and programmes as per their choice,” the commission said. – Courtesy

Plagiarism Check, Push to be Multidisciplinary: UGC Issues New Guidelines for Setting up Research & Development Cells at Colleges, Universities
The University Grant Commission has
directed Higher Education Institutions (HEIs) to implement the newly
formulated guidelines for the establishment of research and development
cells (RDC). In its letter dated March 14, the commission said the
establishment of the Research and Development Cell (RDC) in HEIs will
facilitate the catalyzation of multidisciplinary/ transdisciplinary and
translational research culture mandate in the New Education Policy (NEP
2020) while working for the target of ‘Atma-Nirbhar Bharat’.
These
RDCs will be governed by a Research Advisory Council (RAC) headed by
the vice-chancellor or principal or their nominee. The guidelines
suggest for setup of a Research Information Management System (RIMS) to
collect and manage all the research-related information, databases,
publications, research projects, fellowship, patents, collaboration,
innovation thrust areas etc.
The
commission has stressed the development of a standard plagiarism check
mechanism and making the software available to all researchers for
smooth functioning. The RDCs are also expected to create awareness among
the research community on dubious research and publishing practices and
predatory journals.
The guidelines emphasize that research activities at the HEIs should be
in sync with the mandate of different missions of Union government like
sustainable development goals, Start-up India etc to make India
self-reliant or Atmanirbhar. New HEIs will be encouraged to collaborate
and connect with RDCs of established HEIs for guidance in research.
The new guidelines ask HEIs to increase
their collaborative efforts with other institutions and organizations
for joint research, exchange of students, scholars, and faculty. The
commission has also suggested the HEIs should re-hire or designate
experienced retired and eminent faculty as mentors in order to develop a
resilient research ecosystem in the RDCs.
To
finance the research activities at the HEIs, the RDCs can formulate a
Corpus from government, industry, and other funding agencies. Further,
they can also channelise the Corporate Social Responsibility Funds (CSR)
and explore the option of venture capitalists, angel investors for
funding research and innovation.

The UGC said: “The establishment of Research and Development Cell (RDC) in HEIs will enable attainment of targets of Atma-Nirbhar Bharat and is expected to play a pivotal role in catalyzing multidisciplinary/ transdisciplinary and translational research culture mandated in NEP 2020."
The commission suggests the establishment of a Research Information Management System (RIMS) to collect and manage research-related information, databases, publications, research projects, fellowships, collaborations, patents, thrust areas, innovations etc. The UGC also suggests re-hiring or designating experienced retired and eminent faculty as mentors in order to develop a resilient research ecosystem in the RDCs.
In order to make India self-sufficient, the UGC further stressed that the research promotion activities at the HEI should be aligned with the mandates of different national missions by the Union government, sustainable development goals, Start-up India etc.
For research purposes, the new HEIs are asked to connect with RDCs of established HEIs. The guidelines instruct HEIs to collaborate with other institutions and organizations for joint research, exchange of students, scholars, and faculty. For their achievements, HEIs will be given Institution of Excellence Awards.
The University Grants Commission also stressed establishing a standard plagiarism check and making the software accessible to all researchers. RDC is also expected to spread awareness among the research community on dubious research and publishing practices and predatory journals.

UGC
has allowed colleges and institutions to conduct up to 40 percent of the
courses online, using the SWAYAM website. The students can now attain
40 percent of the courses online through SWAYAM website, as per the UGC.
The University Grant Commission, UGC, has allowed universities to conduct up to 40 percent of the courses online, using the SWAYAM website. This will help students to opt for Massive Open Online Courses (MOOCs). The National Education Policy (NEP) has suggested conducting online classes as it has a wider reach, expanding the access of the students from across and anywhere in the country and increasing the GER.
40 percent of the courses will be completed online
As per the UGC, students can, side by side, attend the SWAYAM courses and their university studies at the same time. The score received on the SWAYAM website will be covered by certification and will be added to their degree programme, as well. Earlier, the credit limit was only 20 percent, and now it has been raised to 40 percent, making the courses more accessible. For this, UGC has directed colleges and institutions to set up a curriculum that suits well with the courses offered through the SWAYAM website. Further, it has directed the colleges to make the necessary amendments within four weeks from the date of publication in the Official Gazette so that there is an integration between the institutions and the courses offered through SWAYAM. This will help the students to have clarity and help them choose a course wisely, which would complement their degree programme and help their credit score.

The University Grants Commission (UGC) approved over 100 open online courses for the students who are pursuing graduate and postgraduate programs. Notification has been announced through the UGC India Twitter account. There are a total of 78 graduate and 46 postgraduate courses available at the SWAYAM platform.

UGC Invites Applications For National Fellowship For Persons With Disabilities
The University Grants Commission (UGC) on behalf of Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment on Thursday invited applications from eligible candidates for National Fellowship for Persons with Disabilities (NFPwD) for the selection year 2020-21.

Research published in pay-and-publish journals won’t count: UGC panel
The four-member panel was formed by the UGC late last year after The Indian Express published a series of investigative reports on how India has emerged as one of the biggest markets for “predatory” publishers of substandard research journals.
Suggesting sweeping reforms to promote the quality of research in India, a UGC panel has recommended that publication of research material in “predatory” journals or presentations in conferences organised by their publishers should not be considered for academic credit in any form.They include selection, confirmation, promotion, appraisal, and award of scholarships and degrees, the panel has suggested. The committee, which submitted its 14-page report to the UGC recently, has also recommended changes in PhD and MPhil programmes, including a new board for social sciences research.
The four-member committee — headed by P Balram, former director of the Indian Institute of Science (IISc) in Bengaluru — was formed by the UGC late last year after The Indian Express published a series of investigative reports on how India has emerged as one of the biggest markets for “predatory” publishers of substandard research journals.
The reports showed how over 300 “predatory” publishers bring out journals that claim to be international and publish papers for a “charge” ranging from $30-$1,800 per piece. Some of the prominent publishers featured in the investigation were OMICS, Austin, Science Domain, IAEME and IOSR Journals, which together bring out over 1,200 journals on subjects ranging from medicine to management.
Last week, the UGC launched the Consortium of Academic and Research Ethics (CARE) to approve a new official list of academic publications.
In its report, the Balram committee has recommended the creation of a board under the UGC for research in social sciences and humanities with separate allocation of funds. It has also suggested the appointment of a Dean for research and development in every university linked to externally funded grants and projects.
On predatory journals and conferences organised by their publishers, the committee’s report said: “The mandatory requirement of publication in journals/conference proceedings for award of doctoral degrees and as a metric in evaluating faculty under the API (Academic Performance Index) score has resulted in a proliferation of predatory journals and conferences, which have abandoned classical peer review as a method of quality control.”
When contacted by The Indian Express, Balram said: “We submitted the report recently. It is a very brief report on the improvement of quality of research. It is up to the UGC, HRD Ministry and state governments to implement it.”
Bhushan Patwardhan, UGC Vice Chairperson, confirmed that the Commission has received the report. “It will be considered by the UGC in its next meeting scheduled in July,” he said.
Apart from Balram, the committee includes Sharad Deshpande, former professor and head, Department of Philosophy, Savitribai Phule University, Pune; Shridhar R Gadre, Distinguished Professor, Savitribai Phule University, Pune; and, Anitha Kurup, Dean, National Institute of Advanced Studies, IISc campus.
For the effective implementation of its recommendations, the committee has suggested that an empowered panel of eminent academicians be set up to work with UGC nodal officers for new schemes. It has also asked the UGC to revamp its regional centres and initiate capacity building programmes for its staff to build in-house expertise.
