AICTE adopts creative commons licence for providing free, study material
The All India Council for Technical Education (AICTE) will make its study material easily accessible for both Indian as well as overseas students by adopting the creative commons licence.
AICTE invites HEIs to involve in National-level Monitors scheme
The Institutional NLMs would be deputed for regular monitoring to report on various aspects of the implementation of schemes on half yearly basis.
Services of engineering and technical institutions in Tamil Nadu, which are approved by the All India Council of Technical Education (AICTE), will be sought to implement Institutional National Level Monitors (NLMs) schemes for the Ministry of Rural Development.
The Institutional NLMs would be deputed for regular monitoring to report on various aspects of the implementation of schemes on half yearly basis.
In every allotted district, the Institutional NLM (s) are required to visit 6 villages in the district and they will interact with the beneficiaries to find out the impact of the schemes at the grass-root level.
Ramesh Unnikrishnan, Advisor-II, Policy and Academic Planning Bureau of AICTE said that NLMs are also entrusted with the task of special monitoring of some specific schemes/programmes as and when required.
Accordingly, the Ministry of Rural Development intends to use the services of engineering/technical institutions approved by AICTE as NLM who are interested in third-party monitoring assignments in the rural development sector.
The AICTE official asked interested Higher Educational Institutions (HEIs) to work as NLMs by registering online. He said detailed guidelines for NLMs have been issued and uploaded on the website of the Ministry.
He said the Ministry will provide proper orientation and training to Institutional NLMs to make them well-versed with the Guidelines of Programmes and processes involved.

Engineers create Terminator-like robot that can turn into liquid, regain shape
The robot was developed by a team of engineers and scientists primarily from China. It features a unique design, comprised of interconnected modules of magnetic levitation and soft actuators, enabling it to move in any direction and reshape itself.
Remember T-1000 from the 1991 blockbuster Terminator 2: Judgment Day? Well, it's real now! Scientists have created a groundbreaking invention – a robotic arm that can reshape itself to fit in tight spaces and then liquefy and regain its original shape. This shape-shifting robotic is the first of its kind and as you can imagine has endless potential applications ranging from search and rescue operations to medical robotics.
The robot was developed by a team of engineers and scientists primarily from China. It features a unique design, comprised of interconnected modules of magnetic levitation and soft actuators, enabling it to move in any direction and reshape itself with impressive flexibility.
It can liquify, allowing it to penetrate through rubble, debris, and other tight spaces. Once it has reached its destination, it can regain its rigid form and perform useful tasks. The arm is also able to change its shape and stiffness depending on the task at hand.
A sea cucumber was one of the inspirations for the project. It can alter the stiffness of their tissues to improve load capacity and limit physical damage. For the actual physical substance, they used magnets and gallium which has a melting point of 29.76 degrees Celsius.
The possibilities of this robotic arm are immense. In search and rescue operations, it can be used to reach victims trapped in hard-to-access places. In the medical field, it could be used to perform delicate tasks with high accuracies, such as surgeries or drug delivery.
Engineer Chengfeng Pan of The Chinese University of Hong Kong told Science Alert, "Giving robots the ability to switch between liquid and solid states endows them with more functionality."
However, there are still ways to go on this becoming a practical robot as aside from the low melting point, Gallium is also well known to corrupt many metals it comes into contact with like Aluminum, Steel, and Copper.
The team of engineers has already performed successful tests with the robotic arm and is now working on making it more durable and powerful. In the future, the team hopes to build a full-sized robotic arm with the same capabilities and see it put to practical use.

AICTE initiates the launch of several new online credit courses available on the SWAYAM portal. During the launch of these newly launched courses, Professor TG Sitharam, Chairman, AICTE, emphasized the need for translation of these courses into about 12 different Indian regional languages. AICTE: The All India Council for Technical Education (AICTE) has taken the initiative of opening several new SWAYAM online credit courses. The education council has introduced four SWAYAM Yoga online credit courses, an online credit course on Intellectual Property (IP) as well as an online credit course on Basics of Remote Sensing, GIS and GNSS Technology and their applications.
While the four SWAYAM Yoga online credit courses have been developed by S-VYASA, Bangalore, the online credit course on Intellectual Property (IP) is developed by the Ministry of Education’s Innovation Cell under the guidance and leadership of Dr AbhayJere.
Moreover, the online course on “Basics of Remote Sensing, GIS and GNSS Technology and their Applications” is developed by IIRS, Dehradun in the presence of Dr RP Singh, Director, ISRO, Dehradun.
SWAYAM New Courses Launch Event
While launching the programmes, TG Sitharam, Chairman, AICTE stated that AICTE offers comprehensive fundamental and advanced level training. The certificate will also be granted to all students on the completion of the online course. The applicants can gain insights into how to approach yoga as a profession or business venture.
Dr MP Poonia, Vice Chairman, AICTE addressed the Course Coordinators and further appreciated the Development of Yoga and other Credit Courses for SWAYAM launched on the app. He also motivated the Course Coordinators to accelerate achievements for the successful development of similar other Courses for SWAYAM.
In addition to this, he said that the online course will introduce interested participants to the core areas such as fundamentals of remote sensing, earth observation sensors and platforms, thermal remote sensing, spectral signatures of various land cover features, visual image interpretation, and hyperspectral remote sensing technologies.
SWAYAM New MOOC Courses Syllabus
As per the latest information released by the education board, other digital image processing techniques will be extensively covered in the course including Image Rectification and Registration, Image Enhancement, Image Classification, and Accuracy Assessment.
The Vice Chairman of AICTE reported that followed by the theoretical notions, there will be practical demonstrations as well through proper utilisation of open-source software.
Professor Sitharam emphasized the fact that there is a need for translation of these courses into 12 different Indian regional languages which will as a result lead to an increase of the Gross Enrolment Ratio in the higher education sector up to 50 per cent in accordance with the National Education Policy (NEP 2020).

What's Today : National Youth Day
National Youth Day is celebrated every year on January 12 to mark the birth anniversary of Swami Vivekananda. His contribution to India's freedom movement and regeneration of nationalism is immense.
Every year on this occasion, the government organises National Youth Festival in collaboration with one state willing to host from January 12 to January 16.
This year Prime Minister Narendra Modi will inaugurate the festival on January 12 in Huballi, Karnataka.
This year, the National Youth Day 2023 theme is "Viksit Yuva-Viksit Bharat."

With nod to five institutes, state govt initiates implementation of UGC’s Professor of Practice policy
According to the UGC guidelines, professionals from various fields having considerable years of experience can be appointed as professors in higher education institutions even without formal academic qualifications.
Maharashtra government has initiated implementation of the Professor of Practice policy as directed by the University Grants Commission (UGC) with an objective to provide industry perspective to students in the classroom.

The Government Resolution (GR) released earlier this week by the Higher and Technical Education department of Maharashtra has approved five such appointments in government institutions on 10 per cent of the total sanctioned posts.
As part of this, five institutions, namely Institute of Science and Sydenham Institute of Management Studies, Research and Entrepreneurship Education in Mumbai, Institute of Science, Aurangabad, Institute of Science, Nagpur, and Vidarbha Institute of Knowledge Science in Amravati, have been allowed to appoint one Professor of Practice each on their rolls.
The GR stated that candidates must have experience of at least 15 years in various industries such as engineering, science, literature, technology, farming, law and media. The appointment will be made by the institutions following the regular recruitment process, starting with advertisement. The institutions will have to use their own funds for these appointment; the government will not provide any financial assistance in this regard.
The GR stated that the appointment will be for a year, adding a maximum of three years of extension can be allowed based on evaluation every year. These professor would be expected to bring industry linkage and provide industry oriented inputs in the curriculum.
The move has irked the existing professors, though. “It is not like there is a dearth of qualified individuals to be appointed as professors. The government has shown complete apathy in filling up the vacant posts and now senior positions are going to be offered to industry professionals who may not be adequately qualified, not just academically but also in their experience of teaching,” said Dr Tapati Mukhopadhyay, former president of the Maharashtra Federation of University and College Teachers Organisations (MFUCTO).
As per the regular practice, to be appointed as professor, a candidate
must have at least 15 years of experience in teaching, apart from
academic qualifications of PhD, research work and clearing NET or SET.
A number of members of the academia have criticised the GR for not
specifying any other parameter apart from 15 years of experience in the
respective industry for appointment of Professor of Practice. This
ambiguity, according to them, will lead to appointment of subpar talent
in teaching.

Indian Institute of Technology (IIT) Kanpur will issue the GATE 2023 admit card on January 9, 2023. Candidates who have applied for the GATE 2023 exam can download the hall tickets from the official website at gate.iitk.ac.in.
Earlier, the Gate 2023 admit card was scheduled to release on January 3. However, due to operational reasons Admit Card Download is delayed.
The GATE 2023 exam is scheduled for February 4, 5, 11, and 12, 2023. Candidates' responses will be made available, on February 15, and on February 21, answer keys will be released. A window to raise objections to the preliminary answer key will be given between February 22 to 25. GATE 2023 results will be released on March 16 and the scorecard will be available for download from March 21.
